Phoenix Police Department Arrests Unlicensed Phoenix Man Previously Convicted of Contracting Without a License

 

Phoenix, Ariz., (March 17, 2021) — On Fri., March 12, 2021, at approximately 10:00 PM, Joseph E. Papay III, 41 of Phoenix, was arrested by the Phoenix Police Department at his Phoenix home on three warrants from three different Maricopa County Justice Courts. 

Each of the warrants relate to failing to pay fines and restitution from three prior convictions for Contracting Without a License, stemming from three separate AZ ROC investigations. 

Papay is scheduled to appear in the South Mountain Justice Court on March 30, 2021 at 9:00 AM.

AZ ROC investigated 10 cases against Papay, DBA Hephaestus Construction and Craftsman and Design Services since 2008. Over the years, ROC investigations show Papay has taken $24,770 from Phoenix, Mesa and Chandler homeowners for projects that were either not started, not completed or where the work was poor.

AZ ROC frequently receives complaints where an unlicensed entity's work begins as small projects and increases in price and complexity to a point where they are unable or unwilling to complete or correct the work. In these cases, the homeowner is often out of luck.
