Unlicensed Lake Havasu City Handyman Ordered to Pay Restitution to Elderly Homeowner

PHOENIX, Ariz., (September 29, 2020) - On September 10, 2020, Brandon Scott Beede, 44 of Lake Havasu City, pleaded guilty to Advertising Without a License, a Class 1 Misdemeanor, in the Lake Havasu City Municipal Court.

In November 2019, Brandon Scott Beede entered into a contract with an elderly Lake Havasu City homeowner to add an epoxy floor coating to the home's floor and build a closet for the homeowner's caregiver. Beede previously made repairs to the home's stucco and roof as part of the seller's agreement when the homeowner purchased it, leading the homeowner to believe he was a licensed contractor.

Beede was paid $2,850 for the project and completed the job. However, the homeowner was unsatisfied with the work after finding footprints in the epoxy flooring. The homeowner filed a complaint with AZ ROC and discovered Beede was not a licensed contractor.

During the Agency's investigation, the AZ ROC investigator discovered both seller and buyer's real estate agents were aware of Beede's unlicensed status. As a result of that discovery and regardless of the referral source, AZ ROC reminds home and property owners to check the license before hiring a contractor at www.roc.az.gov or by giving the Agency a call at 1-877-692-9762.

The Lake Havasu City Municipal Court ordered Beede to pay $1,100 in fines and fees and $2,300 in restitution to the homeowner. Beede was also sentenced to 1-year of unsupervised probation.

AZ ROC also reminds home and property owners that if the entire cost of the project, including labor and materials is over $1,000, or requires a permit by the local municipality, Arizona Revised Statute 32-1121 requires the person or business performing the work to be licensed.
